Should There Be A Quest That Requires A 99?

Just taking a quick look at the minimum levels you need to complete every quest, I noticed
something. The highest skill you need is 75 magic, while the lowest being 23 summoning. Now
let's look at the xp needed for 75 in any given skill, it's approximitly 1.2 million xp, if
you've ever gotten a level 99 or a higher level then 75 you would know that 1.2 million xp is
actually not a lot. Granted if you're going for that ever elusive quest cape then you probably
have many more levels then what is needed for a particular quest.

Now let's look at the so called "Grandmaster" quest While Guthix Sleeps. This was supposed to
be the hardest quest to date and would challenge even the toughest players. Yet everyday I see
people under level 100 with a quest cape, I hardly think this is what Jagex meant to have
happen when they released a Grandmaster quest.

So the question is, should Jagex make a quest that requires a 99? I personally think they
should eventually, but when they do it shouldn't be an expensive skill like smithing or
summoning, and it certainly shouldn't be a skill like cooking or fletching. It should be more
of a mid-range skill such as firemaking, or woodcutting. This would make it so it's not so hard
that you would never be able to do the quest but not so easy as so everyone with only 10m+ can
do it.
